Koen Poppe is a solicitor specialising in financial regulatory law. He advises banks, payment service providers, asset managers, investment firms and fintech companies on a wide range of regulatory issues. His practice focuses in particular on payment services, PSD2, Wwft issues and their civil law implications for financial institutions. Koen also has experience with supervisory and enforcement proceedings, as well as with civil and administrative law proceedings at the intersection of financial law, including disputes concerning unauthorised payment transactions, the termination of client relationships and the special duty of care owed by banks and payment service providers.

Koen is an analytical and meticulous lawyer with a practical and procedurally sound approach. He enjoys working at the intersection of substance, process and practical feasibility. In his work, he translates complex regulatory rules into clear choices, workable steps and legally sound decision-making. By delving into the practical structure of products, processes and client relationships, he strives to provide clients with advice that is both substantively sound and practically applicable.

Koen studied for a Master’s degree in Financial Law at Radboud University, graduating cum laude. Whilst studying for his Master’s, he was already working at Finnius as a student trainee. Before rejoining Finnius in 2026, Koen worked at Hart Advocaten, where he completed his professional training as a solicitor and gained experience in both advisory and litigation matters within the field of financial supervision law. In that practice, he focused in particular on payment services and Wwft issues, banking liability and the termination of client relationships.

  • Advising banks, payment service providers, asset managers, investment firms and fintech companies on the application of, amongst others, the Wft, PSD2, MiFID II, AIFMD and SFDR;
  • Advising on licensing requirements and scope issues under the Wft and PSD2, including payment services, account information services and other fintech structures;
  • Advising on Wwft and integrity issues, including customer due diligence, transaction monitoring, outsourcing, incident reporting and the termination of client relationships;
  • Advising and litigating in civil disputes concerning unauthorised payment transactions, including bank helpdesk fraud in the context of the liability regime under PSD2, as well as disputes concerning the termination of client relationships;
  • Advising and litigating on EVR registrations and the special duty of care of banks and payment service providers, including duty of care issues vis-à-vis third parties;
  • Involvement in supervisory and enforcement proceedings by regulatory authorities, including instruction and fine proceedings and procedures within the context of the Dutch Central Bank (DNB); and
  • Drafting of memoranda, legal opinions, policy documents, response letters and procedural documents in the fields of supervision, integrity and civil liability.
